Programme «Home 2»: Applications have been opened – All you need to know about beneficiaries, terms and loan features

Joint Ministerial Decision on the programme was published «Home 2» And now the applications have begun!
This new housing program, which is part of the National Housing Policy, aims to support young people and families who want to have their own home.

The applications were opened in 15 January 2025, and the response is impressive: already filed over 63,000 applications, showing the great interest of citizens in the low interest loans offered by the programme.

Financing and total budget

The total budget of the «Home 2» amounts to EUR 2 billion, financed from:

  • EUR 1 billion from the Recovery and Durability Fund (TAA), with zero interest rate.
  • EUR 1 billion by participating credit institutions.

Who are beneficiaries?

The programme «Home 2» expand the age and income criteria of beneficiaries.
Right to participate persons aged 25 to 50, and spouses or persons in a partnership which meet the same criteria.

Participants must:

  • To meet the Income limits depending on their family situation.
  • Here. non-residential covering their housing needs.
  • Do not exceed specified Maximum income limits.

Income criteria

Minimum income:
For all beneficiaries, the minimum annual income is 10.000€.

Income ceilings:

  • Single: up to 20,000€
  • Married persons or Compliance Agreement: up to 28,000€ (+4,000€ for each child)
  • Single-parent families: up to 31,000€ (+5,000€ for each additional child other than the first)

Income shall be calculated on the basis of the total taxable amounts, irrespective of source of origin.


Asset criteria

The parties concerned must not have other residence suitable for permanent residence, to be considered eligible.


Characteristics of the loan

The programme's loan concerns the purchase of first residence value up to 250.000€ and includes:

  • Cover up 90% of the value of the property, up to a maximum loan 190.000€.
  • Repayment period 3 to 30 years.
  • The 50% of funding comes from the TAA (at 0% interest rate) and the rest from the bank.
  • No use of the loan for Refinancing of existing loans.
  • For Tritecons and polytecons is foreseen 50% interest subsidy for the bank part of the loan.

Conditions for the property

The property to be purchased through the program must:

  • To have maximum surface 150 sq.m. (without counting Annexes).
  • To have construction until 31/12/2007.
  • Here. not leased for at least 7 years after purchase.
  • Here. non-transferable or loaded as long as the loan lasts.

Application procedure

The application shall be submitted to credit institution.
Within 30 days the institution shall examine the prior approval of the loan. If rejected, the applicant may apply to another bank.

The pre-approval valid for 60 days, the period during which the person concerned chooses the property and submits the necessary supporting documents.
The final approval valid for 90 days, with the possibility of an extension of 30 days if the contract has not been concluded.


Time limits and evaluation

The deadline for submission of applications shall end on 31 December 2025, with the possibility of extending if resources are available.
Applications will be examined based on the reporting order, in which case the timely application.
